EPC / Energy Pass in Luxembourg: buyer's checklist

Request the EPC before committing, check its issue date and validity period, then compare the document with the property visited. The Guichet indicates a validity of 10 years. A sale does not, by itself, require a new EPC when a valid certificate exists. The original must be handed over to the buyer upon change of ownership.

What the EPC measures

The EPC presents calculated results related to energy consumption and CO₂ emissions. Classes range from A+ — the best — to I. The rating is based in particular on primary energy demand, heating energy demand, and CO₂ emissions.

This standardized result is used to compare buildings. It does not exactly predict your bill: usage, chosen temperature, number of occupants, weather, and maintenance alter actual consumption.

When is an EPC required?

Guichet provides for it notably for a construction, an extension, and a change of owner or tenant when no valid certificate exists. Certain works or modifications may also trigger an obligation depending on their nature and applicable thresholds. The main procedure page was updated in 2022: for a renovation project, ask the expert or the commune to confirm current rules before concluding.

The age of the certificate does not, by itself, create an obligation to renew before its expiry, a compliance requirement, or an obligation to renovate. However, significant works may justify a new assessment according to applicable rules.

What the seller must provide

The potential buyer must be able to consult the EPC. Upon change of ownership, the original is handed over to the buyer. Commercial listings must display the energy performance and thermal insulation classes from the valid certificate. Compare these classes with the listing and report any inconsistency to the seller or notary.

The certificate must be issued by an OAI architect or consulting engineer, or by an expert approved by the ministry. Verify the OAI qualification or ministerial approval of the professional. The official list related to the optional training provides additional indication, but it is not an exhaustive register of all qualified professionals. For an existing building, the procedure includes a visit; the expert may request plans, technical details, and, when they exist, thermal energy readings from the previous three years.

What the EPC does not prove

The document does not replace:

• an inspection of the roof, moisture, facade, or structure;
• a check of the boiler, ventilation, or electrical installation;
• a renovation quote;
• a promise of savings, comfort, or resale value;
• a lender's decision.

A low class may justify additional questions, but it alone does not allow deducing the cost or urgency of works. Have the envelope and equipment examined separately.

Checklist before the notarial deed

1. Complete, legible EPC still valid at the planned date of the deed.
2. Classes on the document identical to those in the listing.
3. OAI qualification or ministerial approval of the professional verified; do not require their presence on the optional training list alone.
4. Original planned among the documents handed over to the buyer.
5. Independent technical inspection and quotes if works are envisaged.
6. Confirmation of current rules if the project modifies the building.
